delayed new message notifications when phone is sleeping

I can send just fine, but incoming message notifications are delayed if phone's screen has been off for a while. Therefore, many times when I turn the screen on by pressing power button I immediately get a flood of new text message notifications. LineageOS's default SMS app (Messaging) does not suffer from this issue--i.e., it alerts me of incoming messages immediately when I send messages to myself from another phone (even if my phone's screen has been off for a long time).
I tried all reasonable power settings (Balanced, Quick, and Performance), no difference. I also went to Settings > Apps > Silence > Notifications and maxed out the importance of the app's notifications, no difference.
How do we ensure Silence can notify user immediately when text messages arrive, even if phone is sleeping? Did Silence's ability to wake LineageOS 14.1 for notifications break after a certain Silence version?
